Having seen the Annual Report of the Permanent Council to the
General Assembly (AG/doc.4265/04 add. 3), in particular as it pertains
to the implementation of resolution AG/RES. 1924 (XXXIII-O/03), and the
Final Report of the Meeting of Ministers of Justice or of Ministers or
Attorneys General of the Americas (REMJA-V/doc.9/04);
RECALLING
that, in the Plan of Action of the Third Summit of the Americas, held in
Quebec City, the Heads of State and Government decided to continue to
support the work done in the context of the Meetings of Ministers of
Justice or of Ministers or Attorneys General of the Americas (REMJA) and
the implementation of their conclusions and recommendations;
RECALLING
ALSO that, in the Declaration on Security in the Americas, adopted in
Mexico City on October 28, 2003, the states of the Hemisphere reaffirmed
“that the Meetings of Ministers of Justice or Ministers or Attorneys
General of the Americas (REMJA) and other meetings of criminal justice
authorities are important and effective fora for promoting and
strengthening mutual understanding, confidence, dialogue, and
cooperation in developing criminal justice policies and responses to
address new threats to security”; and
TAKING
INTO ACCOUNT the importance of continued appropriate follow-up to and
implementation of the conclusions and recommendations of the REMJA,
1.
To express its satisfaction with the results of the Fifth
Meeting of Ministers of Justice or of Ministers or Attorneys General
of the Americas (REMJA-V), held at OAS headquarters from April 28 to
30, 2004, and of the three technical meetings held prior to it as part
of the REMJA process.
2.
To welcome the conclusions and recommendations of
REMJA-V, contained in the Final Report of that meeting
(REMJA-V/doc.9/04).
3.
To instruct the Permanent Council to give the appropriate
follow-up to the fulfillment of the conclusions and recommendations of
REMJA-V, and to convene the meetings referred to therein, which will
be held within the resources allocated in the program-budget of the
Organization and other resources.
4.
To instruct the Permanent Council to present a report to
the General Assembly at its thirty-fifth regular session on the
implementation of this resolution.
